(Establishment stage/Pre-operation/before commencement of commercial production)

2 License to work a Factory/Factory license Chief Inspector of Boilers & Factories, MATI Building, Shillong – 793 001 Applicable whereon
  1. 10 (ten) or more workers are working, or were working on any day of the preceding 12 (twelve) months, and in any part of which a manufacturing process is being carried on with the aid of power
  2. whereon 20 (twenty) or more workers are working, or were working on any day of the preceding 12 (twelve) months, and in any part of which a manufacturing process is being carried on without the aid of power
  3. in case of hazardous setups e.g. stone crushing unit irrespective of the size of employment 
3 Building occupancy certificate Meghalaya Urban Development Authority, Police Bazar, Shillong – 793 001 Applicable for units located in the Shillong Master Plan Areas and the Byrnihat Master Plan Scheme
4 NOC for installation of DG set/Captive Power Plant Sr. Electrical Inspector, Horse Shoe Building, Lower Lachumiere, Shillong – 793 001 Applicable when DG set/Captive Power Plant is used as source of power
5 Labour license Commissioner of Labour, Lower Lachumiere, Shillong – 793 001 Applicable when employing 5 or more migrant workers
6 Sanction for transfer of land Concerned Deputy Commissioner in which the industrial unit/enterprise is located Applicable where transfer of land whether through outright purchase or on lease basis attracts the provision of the Meghalaya Transfer of land (Regulation) Act, 1971 as amended from time to time
7 Food Safety and Standards Authority of India (FSSAI) license   Online submission of application at https://foodlicensing.fssai.gov.in/index.aspx
8 Any other documents/NOC/clearance that may be required by Government
